## Sinohydro: an engineering assessment of the Rabigh 2 generation package

EPC Feed engineering assessment. Published 2026-10-25; Updated 2026-10-25T21:48:09.855Z.

Sinohydro’s Rabigh 2 assignment places it in a joint venture responsible for EPC delivery of a 2.3 GW combined-cycle power plant expansion in Saudi Arabia. The developer is Al Mourjan Two for Electricity Company, and the partner named alongside Sinohydro is Elsewedy Electric PSP. The contract scope runs from design and procurement through erection, construction, commissioning and performance testing, including civil works and grid interconnection. That is a comprehensive plant-delivery mandate and gives a concrete basis for evaluating Sinohydro’s role in power EPC. [Source 1]

The planned plant includes six Siemens SGT6-5000F gas turbines, two Siemens SST-5000 steam turbines and six heat-recovery steam generators. Its stated configuration also incorporates cooling, mechanical and electrical balance-of-plant systems, instrumentation and control, plus a bypass stack and diverter damper for simple-cycle operation. This mix is a clear example of why combined-cycle construction involves more than installing turbine packages: thermal recovery, steam generation, cooling and control systems must be designed and commissioned as an integrated facility. That equipment list gives a particularly clear picture of the plant’s integrated engineering scope, from gas turbines and heat recovery through steam generation, cooling and control. [Source 1]

The bypass stack and diverter damper are specified for simple-cycle operation, adding a useful operating mode to the stated combined-cycle configuration. This feature gives the plant design another dimension beyond its nominal 2.3 GW scale: the equipment arrangement is intended to support operation when the steam-cycle path is not being used. The release does not state operating procedures or duration, but including this provision in the configuration makes the disclosed scope technically richer. [Source 1]

From an engineering perspective, the integrated balance-of-plant scope is a significant feature. The performance and operability of the generating facility depend on interfaces among the gas turbines, HRSGs, steam turbines, cooling system and electrical systems. Because the joint venture’s remit includes design, construction and testing, the contract creates a route for coordinating those interfaces through commissioning. This unified EPC responsibility gives the joint venture a coherent route to coordinate those interfaces through commissioning and performance testing. [Source 1]

Sinohydro is one of two named JV partners, and the public announcement does not allocate individual work packages between the partners. It would therefore be inaccurate to say that Sinohydro alone is responsible for a particular turbine island, civil package or grid interconnection. The joint venture gives Sinohydro a defined place in a large EPC team, with an accountability framework that runs from plant scope through performance testing. This is a constructive structure for complex delivery, with close partner coordination central to the work. [Source 1]

The release reports that construction was already under way under a limited notice to proceed before the EPC contract was signed. It also states project progress above 39 percent, more than five million safe man-hours and a target commercial-operation date of May 2029. The project-party update shows an active construction phase with a published commercial-operation target. It provides a useful baseline for future progress reporting as commissioning and performance testing approach. [Source 1]

Grid interconnection is included in the EPC scope, connecting the generation package to the wider electricity system. Although the source leaves connection voltage, switchyard design and transmission enhancements for future detail, it includes grid interconnection in the EPC scope. This makes the contract about a complete generating facility designed to connect with the receiving network, rather than an isolated equipment package. [Source 1]

The Rabigh 2 evidence supports a positive, grounded view of Sinohydro’s participation in complex power infrastructure. The work combines high-capacity gas and steam generation equipment with civil, electrical, control, cooling and grid interfaces under a joint EPC contract. That is technically demanding and gives the JV a coherent delivery responsibility extending through tests. Later project disclosures can add cost, schedule, test results and partner workshare detail. The present evidence already shows Sinohydro participating in a technically integrated EPC scope whose delivery extends through testing and grid connection. [Source 1]
