The Bechtel-Westinghouse consortium and Polskie Elektrownie Jądrowe have agreed the main commercial terms for Poland's first nuclear power plant. Bechtel announced the milestone on 23 September 2026. The parties intend to complete the remaining EPC negotiations by year-end. Agreement on principal terms therefore represents progress towards a contract, rather than confirmation that every outstanding provision has been settled or that the final EPC agreement has already been signed.

The planned Lubiatowo-Kopalino development in Choczewo commune comprises three Westinghouse AP1000 reactors with a stated combined capacity of 3,750 MWe. The announcement presents 2036 as the expected year for first electricity to the Polish grid. This is a project expectation, not an operating result. Preparatory activities include grading, drainage improvements, temporary roads and geological investigations following the August handover of the site to Bechtel.

Bechtel reports more than PLN 1 billion in awards to Polish companies, nearly 200 Polish nationals on the project team and staff-development agreements with three Polish universities. These are attributed supply-chain and workforce figures. They describe activity supporting project development rather than the value of the complete EPC contract or a measure of reactor construction completion.

EPC Feed considers the distinction between commercial definition and physical preparation essential here. Site access and enabling works can advance while the parties resolve the detailed terms governing a much larger delivery programme. Those activities address different parts of project readiness. A site milestone should not be used as a substitute for contractual closure, just as agreement on principal terms does not prove that all permits or construction interfaces have been resolved.

The local procurement and workforce arrangements also show why a nuclear project extends beyond choosing a reactor design. Delivery requires an organisation capable of coordinating engineering, suppliers and field work over successive phases. The disclosed figures provide a snapshot of that organisation taking shape, without establishing its final size or performance. Future confirmation of the signed EPC contract and subsequent project milestones will allow progress to be assessed against a firmer contractual baseline while retaining the original announcement date.
