TeraWulf has issued Fluor a limited notice to proceed for a large brownfield data-centre campus in North Central Kentucky. Fluor announced the agreement on 16 March 2026. The authorised scope includes early engineering, master planning and pre-construction services while the parties finalise definitive EPC documentation. This is a limited development authorisation, rather than an unconditional award for construction of every building and system across the proposed campus.

The site is described as having access to up to 480 MW of grid-connected power. That figure characterises the reported power-access envelope; it is not a confirmed measure of installed IT load or evidence that the full amount is already supplying operating data halls. Fluor will lead the assignment from its North American Data Center Execution Hub in Greenville, South Carolina.

TeraWulf's infrastructure serves high-performance computing and artificial-intelligence workloads. The release does not name a tenant for this project, disclose the contract value or state a campus operating date. Those details should remain separate from the planning scope and power figure that are actually announced. A broad customer-market description cannot substitute for a project-specific occupancy or delivery commitment.

EPC Feed sees the limited notice as a way to define the point reached in project development. Master planning can organise relationships between buildings, electrical infrastructure and supporting systems, but the notice does not publish the resulting configuration. Similarly, access to a power supply is one requirement for a data-centre development, not a complete description of the physical or commercial readiness of the campus.

For suppliers, the next meaningful updates would identify definitive contracting arrangements and tangible execution milestones. Those could clarify which packages proceed and how the overall site is divided for delivery. The announced 480 MW should continue to be labelled according to its source, rather than converted into a guaranteed operating capacity. The current record confirms the limited planning and pre-construction appointment, with construction, tenant commitments and eventual service performance left to subsequent evidence.
