Saipem began its GranMorgu project operations in Suriname with the arrival of the construction vessel Normand Navigator at Jules Sedney Harbour in Paramaribo, according to its announcement of 23 June 2026. The vessel's arrival establishes a practical starting point for preliminary activities associated with the offshore campaign. It is a mobilisation milestone for Saipem's contracted scope, rather than an announcement that oil production has begun at the development.

GranMorgu lies in Block 58, approximately 150 kilometres offshore. TotalEnergies operates the project with a 40% interest, alongside APA Corporation with 40% and Staatsolie with 20%, as stated in the release. Saipem described it as Suriname's first large-scale offshore oil development and reported an expected start-up in 2028. That date is the expectation recorded in the June announcement and remains a forward-looking project milestone rather than a completed event.

Saipem's contract, awarded in 2024, covers the subsea umbilicals, risers and flowlines package. Its responsibilities include engineering, procurement, supply, construction, installation, pre-commissioning and assistance during commissioning and start-up. The offshore work spans water depths from 100 to 1,100 metres. The company plans to use both S-Lay and J-Lay vessels for pipeline installation, reflecting the combination of installation requirements across the offshore development.

A central feature of the mobilisation is a two-base marine logistics arrangement in Paramaribo. At Jules Sedney Harbour, Saipem has secured an estimated 30,000 to 40,000 square metres for receiving, handling and storing incoming pipes, equipment and standard containers. Materials will be transferred from this facility to supply vessels heading to the offshore work sites. The stated area is an estimate for the logistics hub, not a measure of the offshore production facilities.

The second location, the DORDT marine support base, will handle heavy subsea structures and manifolds. Separating those high-tonnage fabrications from routine pipe and container movements is part of the arrangement described by Saipem. The announcement therefore provides more than a vessel-arrival update: it identifies how the contractor intends to organise the onshore support required for a large subsea installation programme. Its immediate operational focus is reception, storage and deployment of equipment through Suriname's port and transport networks as preparations for the offshore package advance.
