Webuild announced a contract to refurbish and expand Christchurch Men's Prison in New Zealand on 28 July 2026. The package has a total stated value of NZ$439 million, equivalent to €225 million in the company's release. Webuild's attributable portion is NZ$308 million, or €157 million. Retaining that distinction matters because the full package value and the contractor's own share describe different commercial measures within the partnership delivering the project.
The project forms part of a public-private partnership promoted by New Zealand's Department of Corrections. The partnership brings together Plenary, Webuild and locally based Leighs Construction. Webuild and Leighs Construction will undertake design and construction. The release identifies this delivery structure but does not present the PPP as a construction contract performed exclusively by Webuild. It also makes clear that the work involves both refurbishment and expansion of the existing correctional facility.
The prison is located at Templeton, in western Christchurch. The planned facilities and supporting infrastructure are intended to strengthen operational capacity while meeting Department of Corrections standards. Webuild describes design requirements covering security, operating efficiency and the environment for staff and inmates. The project is also intended to support rehabilitation and reintegration programmes. These objectives describe the expected function of the new facilities, rather than outcomes already measured from completed construction.
During construction, the project is expected to employ approximately 600 people. The company connects that activity with local suppliers and employment opportunities across Canterbury. The announcement does not give the figure as a permanent operating workforce for the prison. It is a construction-phase estimate and should be recorded on that basis when assessing the project's expected contribution to the regional building supply chain.
Webuild places the award within its wider Asia-Pacific business and describes it as a return to New Zealand, following earlier involvement in the Tongariro hydroelectric scheme. Its regional activity includes Australian projects delivered with Clough, such as North East Link, Snowy 2.0 and hospital infrastructure in Perth. That background explains the contractor's regional positioning without expanding the Christchurch contract's scope. The July announcement records a specific PPP construction award for a New Zealand correctional facility, with stated partner roles, package values and intended operational requirements.
