POWERCHINA: EPC breadth across grid-scale renewables and civic infrastructure

By EPC Feed · Published · Updated

POWERCHINA’s recent international project record shows an engineering contractor working across utility-scale renewables, transportation and public buildings. In Colombia, its Francisco Juana photovoltaic project in Caldas comprises two plants with combined installed capacity of 15.99 MW. The owner issued a works-acceptance certificate on 18 September 2026, and POWERCHINA reported completion and handover ahead of schedule after fulfilling contractual obligations. The company’s stated EPC scope extended from design and procurement through international logistics, construction and installation, commissioning, grid connection and handover. That end-to-end scope is significant because it joins equipment supply and construction to the electrical and grid interfaces required for an operating power plant.5

The company says the two plants are expected to generate approximately 22.48 million kilowatt-hours of electricity annually. This is a projected annual output, not a measured lifetime or first-year generation result. POWERCHINA also reports that it completed the project with no safety incidents or environmental complaints and created more than 200 direct jobs, 95% of the workforce being local. These are self-reported project facts and should be interpreted as such. In engineering terms, the combination of acceptance, commissioning and grid connection provides a stronger completion marker than construction progress alone: it indicates that the plant passed the owner’s final acceptance process and was handed over as a connected asset.5

A second renewable project demonstrates a different stage and technology. POWERCHINA reported that the Imereti Wind Power Project in Georgia broke ground in September 2026. It is planned to use 13 turbines for a total installed capacity of 104 MW. Its release describes a partnership with Sichuan Energy Investment Development Co and places Imereti within a broader relationship that includes the Manang Marsyangdi hydropower station in Nepal. The Imereti milestone is construction commencement, not completed generation. Comparing it with Francisco Juana is useful: one source records a solar asset’s acceptance and handover, while the other records a wind project entering construction. Together they illustrate experience at distinct delivery stages without implying identical execution models.65

POWERCHINA’s Colombia work is also expanding into a civic-building scale far beyond solar. In October, it announced a commercial contract with Sencia for the Bogotá El Campín Stadium project. The scope covers design, equipment supply, construction, installation, commissioning and handover for a 50,000-seat stadium, a multi-storey car park and municipal planning engineering. The company described it as its largest sports-facility undertaking in the Americas to date. This role requires integration of structural, building-services, access, public-space and operational systems within a major urban facility. Those discipline interfaces are an engineering interpretation of the described scope; the release does not provide detailed design criteria or a completion schedule.4

The portfolio demonstrates an ability to adapt delivery methods to asset type and location. For solar, the documented challenge includes EPC integration, international equipment logistics and grid connection. For wind, the present evidence establishes turbine count, installed capacity and the beginning of construction. For the stadium, POWERCHINA has a broad design-to-handover scope that includes related municipal work. The combination of built energy and civic infrastructure is a positive indicator of organizational breadth, but company-wide capability should not be confused with the role of a specific project team or consortium partner.564

POWERCHINA’s strongest evidence in these sources is tangible rather than promotional: a completed and accepted solar facility, a wind project at groundbreaking, and a defined contract for a large stadium. The projects span engineering, procurement, construction, commissioning and handover, but the depth of work varies by asset and phase. The company reports the underlying project facts; no independent audit or comparative performance benchmark appears in these releases. This assessment accordingly recognizes delivery breadth and scope integration while keeping completed results, expected output and future construction plans distinct. The stadium project will also require careful integration of venue operations with public circulation and municipal works. The announcement confirms the parking structure and municipal planning engineering are within the described scope, but does not supply seating-bowl specifications, transport plans or the division of design among subcontractors. This assessment therefore reads the project as broad civic infrastructure without inferring details not yet disclosed.564
