Dubai RTA upgrades Mahboub virtual assistant for multi-step vehicle services

The Roads and Transport Authority says the Agentic AI upgrade can coordinate vehicle fine payments and registration renewal in one conversation, ahead of public rollout.

Dubai’s Roads and Transport Authority (RTA) has upgraded Mahboub, its virtual assistant, to handle service journeys that combine multiple connected steps. In its 22 October announcement, the authority said the enhanced system is being prepared for public rollout under its Artificial Intelligence Strategy 2030. The described change is functional: Mahboub is intended to move from answering questions or presenting individual services toward coordinating procedures requested together by a user. RTA’s example is paying a vehicle fine and then renewing the vehicle registration. The announcement does not give a launch date, name a technology supplier, or report uptake, completion rates or time savings, so none can yet be assessed.

RTA says the proposed interaction keeps these steps inside one conversation. For the example sequence, UAE PASS is used to verify identity and Dubai Sadad is the payment platform. The first group of services identified is limited to vehicle licensing: vehicle registration renewal, vehicle fine payment, issuance of a clearance certificate and renewal of number-plate reservations. The release says the assistant supports Arabic and English and that its language models have been fine-tuned for local context. These points describe the functions and service areas named by RTA; they do not establish that every vehicle transaction is already available through Mahboub.

The public rollout qualification matters. RTA describes the upgrade as in preparation, rather than as a generally available service. The authority says the system activates specialised AI agents according to a customer’s request and coordinates the required procedures. It also says development is proceeding under RTA governance and cybersecurity procedures. The announcement does not identify the underlying model, explain how a user can review or correct information before a transaction, specify safeguards for payment authorisation, or set out exception handling when a multi-step request cannot be completed. Those operational details were not provided in the material reviewed.

The upgrade sits within a longer RTA programme. When it introduced its AI Strategy 2030 in April 2025, RTA described 81 projects and initiatives grouped under six pillars, including customer happiness, seamless mobility, intelligent traffic management, smart licensing, future readiness and asset excellence. The strategy announcement set targets for travel time, productivity, costs, customer happiness and partner compliance, but these are targets for the strategy overall and should not be attributed to Mahboub. RTA also said at that time that its big-data platform was integrated with 49 corporate systems and supported more than 280 data points; those figures are historical strategy context, not measurements of the new assistant.

The service design depends on existing public digital infrastructure. UAE PASS documentation describes authentication as one of its main capabilities for service providers, while Dubai’s government payment guidance identifies DubaiPay as a central payment gateway used across many government services. RTA’s announcement specifically names UAE PASS and Dubai Sadad in Mahboub’s vehicle-service flow; DubaiPay is background on the wider payment environment and is not substituted for the platform RTA named. The next verifiable milestone is a public rollout announcement with the available service scope and operating terms. Until then, the authority’s release supports a technology update, but not a claim that the transactions are live or that the expected user-efficiency benefits have been measured.
