French electricity network operator réséda has published a four-year works procurement for underground low-voltage service connections. The scope covers construction, renewal and maintenance of connection infrastructure. The notice describes an annual purchase-order arrangement using a fixed price schedule, with the possibility of separate project-specific contracts for larger construction, renewal or maintenance jobs. For those larger packages, the firms selected through the framework may be reconsulted.
The work may include installing electrical accessories for low-voltage connections, including installing accessories for connections while energised. The notice does not state specific quantities, connection counts, cable lengths, transformer interfaces or a town-by-town delivery programme. It identifies the area as réséda’s concession rather than listing individual streets or sites. An estimated total value of €5 million is published for the procedure; the notice does not allocate this estimate across years or guarantee a level of call-off demand.
The framework is designed to call off recurring operational work while allowing separately competed assignments for larger sites. That structure means a contractor may need to manage routine orders and also respond to later work packages among the framework participants. The notice identifies a one-year initial term, renewable three times for a year at a time, for a maximum four-year period. The listed works are underground, but the available notice does not set out trenching standards, reinstatement requirements, outage planning, utility coordination or the circumstances under which live work would be authorised.
réséda asks applicants for company and technical evidence, including revenue over the last three financial years and the share attributable to comparable services; profiles of technicians, team leaders and site managers; three references for similar work performed or underway during the last five years; and information on available tools, equipment and technical resources. It also requests qualifications or experience for responsible staff and information on quality controls, including product traceability. These requirements directly address capacity and experience for a multi-year programme of field works.
The notice sets a 23 November 2026 deadline at 16:00, with +02:00 stated. Its publication date is 22 October 2026. It identifies no selected supplier. The opportunity is a framework for recurring, geographically broad low-voltage connection works, with its commercial and technical detail governed by the consultation documents. The notice does not quantify expected order volumes, so the €5 million estimate should be read as the published procedure estimate, not a guaranteed contract revenue.
The application asks for revenue over the previous three financial years, team and site-manager profiles, three comparable project references from the previous five years, and evidence of equipment and staff qualifications. Those are distinct from the contract’s execution requirements: the framework’s day-to-day orders use a fixed price schedule, while larger jobs may be separately reconsulted among its holders. The notice provides no minimum annual order volume.
