SHARAKAT, the Saudi Water Partnership Company, announced on 28 September 2026 that it has received five competitive bids from consortia for the Riyadh East Independent Sewage Treatment Plant (ISTP) in Riyadh. The release names the members of each consortium.

The proposals will be evaluated to determine the winning consortium. After preferred bidders are announced, agreements will be signed, and development is expected to begin next year, according to the release, with commercial operations targeted for 2030.

The project is a build-own-operate-transfer model for 25 years under a public-private partnership. The request-for-proposal documents were issued in October 2025. The initial design capacity is 200,000 cubic metres a day, expandable to 400,000 cubic metres a day, and the project includes treated effluent reuse systems and a transmission pipeline.

The bids have not yet been evaluated, so no winner or preferred bidder has been named. The release does not state a project value and does not say which consortium member would act as EPC contractor.
