SIAAP revises estimated value for Marne Aval turbo-compressor replacement

The updated notice covers magnetic-bearing turbo-compressors and automation at the wastewater plant, citing current energy use and projected savings as the project rationale.

The Paris-area wastewater authority SIAAP has published a revised notice for replacing turbo-compressors at its Marne Aval treatment plant. The tender divides the works into two lots: supply and installation of turbo-compressors, and automation and supervision. The notice’s amendment changes the total estimated value from €1,415,552 excluding VAT to €1,769,440 excluding VAT. It revises the compressor lot estimate from €1,309,440 to €1,636,800 and the automation lot from €106,112 to €132,640. The stated deadline is 27 November 2026 at 16:00 (+01:00).

SIAAP’s technical rationale refers to plant operating data. It says the existing turbo-compressors were installed when the plant opened in 2009 and consumed 3.8 GWh in 2023, equal to 20% of the site’s energy expenditure for process air. After simultaneous nitrification and denitrification aeration was introduced on 30 May 2022, one of four compressors was sufficient to supply the NDN battery. The authority says the process results made a return to the earlier aeration mode no longer possible, although the existing equipment was not designed for that continuous operating pattern.

The plant’s air system was consequently set to a minimum flow of 12,000 normal cubic metres per hour for the full battery, or 850 Nm³/h per filter, according to the notice. The system could not adjust air delivery in proportion to incoming nitrogen load. SIAAP says residual ammonium nitrogen concentrations remained well below the regulatory limit of 4.0 mgN-NH4/L and were mostly under 1.0 mgN-NH4/L at the plant outlet. The authority characterises the battery as over-aerated and estimates that optimising its operation could save 1.8 GWh each year and reduce operating costs by around €225,000.

The replacement project specifies magnetic-bearing technology. SIAAP says the objectives are to preserve the industrial facility with more robust equipment, reduce maintenance needs and lower site energy consumption. It also cites obsolescence-related equipment unavailability affecting both the aeration battery and biological treatment. The notice does not provide the detailed compressor capacity, redundancy configuration, control logic or commissioning sequence; those technical requirements remain in the tender documents.

The updated procurement changes the estimated values but does not report an award. The contract is split between equipment and its automation/supervision, with a four-year term for each lot beginning in February 2027. The publication’s event is the correction of the tender’s estimated values, not completion of the replacement. Suppliers should use the revised amounts and consult the dossier for detailed process-air performance and integration requirements.

The two lots each have a 48-month term beginning on 1 February 2027 in the structured schedule: one for the turbo-compressors and one for automation and supervision. The corrected estimates are €1,636,800 excluding VAT for lot 1 and €132,640 excluding VAT for lot 2. The notice’s corrected total is €1,769,440 excluding VAT. Those are revised estimates, not accepted bids or a signed contract value.
