Vendée Eau opens procurement for Jaunay drinking-water plant

The French water syndicate is seeking a contractor for design, construction and operation of a new drinking-water production plant, with a separate optional generator package.

Vendée Eau’s notice for the Usine du Jaunay sets out a performance-based contract covering the design, construction and operation of a new drinking-water production plant. The procedure is identified as a competitive negotiated call for tenders under reference 26MGP177. Its published scope is concise: the main tranche combines conception, delivery and operation of the new facility, while an optional tranche covers one or more generator sets.

TED lists an estimated procurement value of €80 million and a total contract duration of 192 months. The notice combines design, construction and operation but does not allocate those 16 years among the phases; the duration should therefore be read as the contract horizon, not as 16 years of plant operation.

The optional package spans supply, installation, commissioning and operation. That distinction matters for bidders because the generator work is not described as part of the firm base scope: the notice labels it an option. It does not specify generator capacity, fuel, electrical arrangement, runtime target or whether the units serve emergency backup, peak demand or another operating requirement. Those technical particulars are referred to the consultation rules, which the notice does not reproduce. They should therefore be checked in the procurement documents rather than inferred from the word ‘generator’.

The procurement bundles construction with operation. The notice classifies it across works and services and lists design, water-treatment plant construction, water distribution and related engineering codes. Its scoring framework reflects that combined scope. The overall cost criterion carries 35 points. Technical quality for design and construction accounts for 25 points, the operational technical proposal for 30 points, and sustainable development, environmental and social responsibility for 10 points. On the published weighting, operating capability and design/construction quality together account for more points than cost alone.

The call is administered by Vendée Eau, the public water syndicate named as buyer in the notice. The site field places the work in Vendée, department 85. The single-lot contract has an €80 million estimated procurement value and a 192-month overall term, but the notice does not allocate that term by phase or provide a value by tranche. It identifies no EU funding, treatment capacity or process technology. For the negotiated competition, the notice sets a range of one to three candidates for the next stage.

The deadline for receipt is 23 November 2026 at noon, with the notice publishing the +01:00 offset. The procurement documents and consultation rules are available through the French marches-securises platform. Firms assessing the opportunity need to review those documents for plant performance requirements, water-quality targets, site constraints and how the generator option can be exercised. The notice supplies a 192-month total contract horizon but does not separately allocate time to design, construction, commissioning or operation.
