Civil and Electrical Projects Contracting: participation in the Jazeera solar-storage consortium
By EPC Feed · Published · Updated
Civil and Electrical Projects Contracting Company Limited appears as a member of the awarded consortium for a major solar-plus-storage project at BECO’s Jazeera Power Plant in Mogadishu. The World Bank’s 2026 contract notice names the Saudi company alongside Renewvia Energy Corporation and ASUNIM Renewable Energy Joint Stock Company. The project scope is design, supply, installation, testing and commissioning of a 55 MWp AC photovoltaic plant with 160 MWh of battery storage. The signed contract price is USD 45,018,820.23 and the duration is 18 months. This is a substantial grid-connected energy project, not simply a supply order.1
The strongest assessment available for Civil and Electrical Projects Contracting Company is therefore a project-centered one. The award places the company in a three-member delivery consortium responsible for a complete hybrid generation and storage facility. The project is part of Somalia’s Accelerating Sustainable and Clean Energy Access Transformation program, whose stated objective is to expand clean-energy access through private-sector participation. The Ministry’s program design links solar PV and battery storage with distribution-network reinforcement and the improvement of mini-grid reliability and affordability. That policy context makes the Jazeera installation important within a broader power-system transition.14
The project’s scale demands integrated electrical and civil engineering. A 55 MWp PV array requires site grading and drainage, foundations or support structures, DC collection, inverter blocks, AC gathering, transformation and a grid-connection design. A 160 MWh battery system adds container or enclosure siting, bidirectional power conversion, energy-management controls, fire and emergency systems, electrical protection and commissioning sequences. These are engineering dimensions inherent in the public project scope, not claims about which member will deliver each package. For a contractor participating in the consortium, the project represents exposure to a substantial multidisciplinary asset.125
The Ministry’s environmental and social assessment provides additional technical context. Its 2025 Jazeera report gives feasibility-stage recommendations for 610-watt modules, 330 kVA inverter transformers, bidirectional battery power-conditioning units, BESS modules and step-up transformers. It also describes a 25-year plant horizon and plans for battery replacement after the expected service period, including procurement, installation, recycling and coordination with maintenance to minimize downtime. These provisions show that the asset is being planned as long-lived infrastructure: battery access, equipment replacement, waste management and service continuity belong in the engineering conversation from the beginning.3
Site selection is another significant feature. The Ministry’s ESIA compares the existing Jazeera power-plant site with a nearby alternative and says the Jazeera site has space for the proposed hybrid infrastructure, while the alternative site lacks sufficient room for expansion. Locating new generation and storage at an existing power facility can create opportunities to use existing utility interfaces and operational knowledge, while also requiring careful tie-in planning and construction coordination around an active site. The official procurement scope’s inclusion of testing and commissioning reflects that the project must integrate with BECO’s power system, not merely reach mechanical completion.35
The World Bank award names Civil and Electrical Projects Contracting Company as a consortium member but does not state its specific workshare. It does not identify an individual project package, technical lead, staffing plan or past performance record for the company. The assessment therefore treats the award as a meaningful sign of participation in a high-value renewable project and interprets the engineering demands of the shared scope, without attributing particular tasks or results to the company. This is the most accurate way to recognize its role while preserving the distinction between consortium membership and individually assigned responsibility.1
The consortium structure can bring complementary expertise to a project with several technically interdependent systems. Solar EPC, battery integration, civil and electrical installation, transmission interfaces and commissioning all need an agreed responsibility matrix and common project controls. The project will benefit from coordinated design reviews, interface registers, shared schedule logic and a clear handover package for BECO. Civil and Electrical Projects Contracting Company’s named participation places it within that integrated delivery arrangement. The technical value will be realized through how the consortium allocates and manages each work package, making transparent governance and interface control central to the project’s success.12
For public infrastructure in Somalia, successful delivery also depends on commissioning and operational readiness. The Ministry’s ASCENT framework emphasizes private-sector operation and maintenance of renewable and storage assets, alongside grid reinforcement and customer access. In this setting, the project’s testing and commissioning obligations can connect construction outputs to sustainable operations: protection schemes, plant controls, battery management, emergency procedures, and operator training need to be aligned before handover. The contract’s integrated scope positions its consortium members to contribute to that transition from construction to service, with project-specific duties defined by the contract and workshare documents.14
The positive case for Civil and Electrical Projects Contracting Company rests on its selection as a member of the consortium delivering a strategically important hybrid plant. The Jazeera program combines a sizeable PV field, battery energy storage and grid integration under a funded public procurement. This creates a technically meaningful setting for engineering, construction and commissioning work and a platform for expanding reliable energy supply in Mogadishu. The company’s precise contribution will be clearer when detailed work allocation is published, but its participation in the awarded consortium is a concrete and consequential marker of involvement in Somalia’s energy infrastructure development.134
