Power2X has awarded KBR a project-management consultancy contract for its eFuels development in Rotterdam. Announced on 27 July 2026, the appointment covers the front-end engineering design and execution phases. The stated management scope includes cost, schedule, quality and safety services. It identifies KBR's role in overseeing project delivery, rather than establishing that KBR holds every equipment-supply or construction contract required for the facility.

The project is expected to produce more than 250,000 tons of synthetic sustainable aviation fuel annually. KBR presents a completion window aligned with the first phase of European eSAF requirements in 2030–2032. These are development expectations, not measured production or a guarantee of completion on a particular day. The release connects the proposal with European aviation-fuel objectives without providing evidence that an operating plant is already delivering those volumes.

A PMC appointment and a final investment decision answer different questions. The announcement establishes the consultant and service scope but does not disclose a project-wide approved capital budget, a complete contracting strategy or the status of every execution package. It also does not quantify verified lifecycle-emissions reductions from fuel produced by this proposed development.

EPC Feed sees the continuity of management across FEED and execution as the important delivery feature. Cost and schedule information developed during design can provide a reference against which later commitments are examined. Quality and safety responsibilities also need to remain connected with the way work is actually procured and carried out. These are implications of the disclosed management scope, rather than confirmation that each control or project interface has already been established.

For suppliers and project observers, the next useful disclosures would identify approved execution arrangements and tangible delivery milestones. An annual production target describes intended scale, while fabrication, construction and commissioning evidence would show progress towards that scale. Tracking these separately avoids treating a consultancy appointment as completion of the entire project. The present milestone is KBR's selection to support management through two phases, with commercial operation and its eventual performance still requiring subsequent confirmation.
