Liberia Electricity Corporation (LEC) has re-issued its specific procurement notice for package 2 of the Mt. Coffee hydropower plant extension, moving the bid deadline to 14 December 2026 at 10:00 GMT. The notice lists the deadlines set before it, 17 June 2026 and 30 October 2026, and is dated as re-issued on 30 September 2026.

The package covers the hydro-electromechanical works: four 10.5 MW vertical Kaplan turbine-generator sets and the associated penstocks, gates, SCADA, transformers and balance of plant, which together add 42 MW to the plant. According to the notice, the existing 88 MW plant about 30 km from Monrovia accounts for about 70% of Liberia’s generation. Civil works are procured separately as package 1.

Bids need a bid security of USD 500,000. The contract is financed by the World Bank (IDA-72640) under the Regional Emergency Solar Power Intervention Project.
