Saipem, in consortium with Jan De Nul, has signed a letter of intent with ExxonMobil Moçambique Limitada for the offshore part of Rovuma LNG Phase 1, Saipem announced on 10 September 2026. ExxonMobil Moçambique signed on behalf of Mozambique Rovuma Venture S.p.A., which represents the Area 4 partners ENH, CNPC, Eni, KOGAS and XRG.

The letter covers limited preliminary engineering, procurement and other technical services to advance project definition and execution planning, for an initial value of approximately €11 million.

The final award of the engineering, procurement, construction and installation (EPCI) contract to the consortium depends on a positive final investment decision by the Area 4 partners and on government and regulatory approvals, which Saipem expects in 2026. The upstream facilities will bring gas from 18 subsea wells to the onshore Rovuma LNG plant through subsea pipelines and manifolds.
