Saipem: an engineering assessment of offshore systems and LNG delivery

By EPC Feed · Published · Updated

Saipem’s recent project announcements show an engineering and construction group working across subsea, LNG and process-plant scopes, with an especially concrete execution picture in Angola. At West Hub Tails, the company has an awarded offshore contract for engineering, fabrication, transport and installation of subsea infrastructure, including about 62 kilometres of flowlines, risers and umbilicals tied to the Agogo FPSO. The planned two-and-a-half-year duration, Ambriz fabrication location and named installation vessels make this more than a headline award: the release gives a useful outline of how the work is organized.12345

The Angola scope is a strong example of an integrated offshore package. Flowlines, risers and umbilicals form connected parts of a subsea-to-FPSO system; the scope’s value depends on coordinated engineering, fabrication and offshore installation. Saipem’s release places the field 180 kilometres offshore, at water depths up to 1,750 metres, and identifies FDS and Normand Maximus for the offshore campaign. Those details ground a positive assessment in the project’s actual logistics and operating context, without implying that schedule, installation performance or production results are already known.1

The localization detail is also specific: fabrication is planned at Saipem’s Ambriz yard, with local companies and workforce involved. This gives the project a visible in-country execution component and connects offshore engineering to fabrication capacity onshore. The company does not quantify local procurement or workforce shares, so the contribution cannot be measured from the announcement. Even so, naming the yard and deployment vessels helps readers understand where fabrication and offshore operations are intended to sit in the delivery chain.1

In Mozambique, the offshore Rovuma LNG Phase 1 work remains at a much earlier stage. Saipem and Jan De Nul signed a letter of intent for limited preliminary engineering, procurement and technical services, with a final EPCI award dependent on a positive final investment decision and government approvals. The upstream facilities are described as linking 18 subsea wells through pipelines and manifolds to the onshore liquefaction plant. This interface between subsea production and LNG processing provides a substantial engineering challenge, but the LOI is not a full construction award.2

The separate onshore LOI for the Afungi Peninsula covers project definition and preparation for a proposed two-train LNG plant with 12 modular liquefaction modules and expected capacity of about 18.6 million tonnes per year. Saipem participates in the SMDC joint venture alongside Daewoo Engineering & Construction and CPECC. The company’s release traces the assignment to an earlier FEED award in 2024, a useful marker of continuity in technical development. FID and regulatory approvals remain gating conditions, so the announced capacity is a design expectation rather than operating production.3

In Algeria, Saipem’s Phase 1 phosphate project with Sonatrach is structured around a limited notice to proceed before full project execution. Its contract announcement describes an EPC framework and an approach involving Algerian companies as construction partners. That local-partner element is relevant to how the project intends to combine the main contractor’s integrated management with on-the-ground capability. The announcement does not provide full plant process details here, so the assessment should remain at the delivery-model level rather than infer equipment or output.5

Across these assignments, Saipem’s documented strength is the breadth of the delivery interfaces it is asked to coordinate: subsea systems through vessel installation, LNG development across offshore and onshore packages, and a process-industry EPC scheme. The Angola release offers the clearest evidence of a concrete awarded execution package; the two Mozambique letters of intent describe preparation subject to FID and approval. Keeping those statuses distinct makes the positive case stronger, not weaker: the source record demonstrates both active project delivery and early-stage engineering participation, while leaving future outcomes open.12345
