Webuild announced a €2.7 billion contract, also stated as CAD$4.32 billion, for the Pape Tunnel and Underground Stations package of Toronto's Ontario Line on 5 August 2026. Webuild holds a 50% interest in the joint venture with FCC that will deliver the work for Metrolinx and Infrastructure Ontario. The disclosed amount is the package contract value; it should not be described as entirely attributable to Webuild without accounting for the stated joint-venture participation.

The award follows a development and advanced design phase secured in 2024. The new signing moves the package into execution. Its physical scope includes twin tunnels, each approximately three kilometres long, two underground stations and a connection to the Toronto Transit Commission's existing Line 2. That connection is a key interface between the new railway and the operating network, rather than an additional independent metro line being awarded under the same contract.

The Pape works form part of the wider Ontario Line, which Webuild describes as a 15.6-kilometre route with 15 stations and more than 40 links to existing transit services. The overall line is intended to reduce end-to-end travel time to less than 30 minutes when completed. Those network-wide characteristics provide context for the package; they are not all included within the approximately three-kilometre twin-tunnel section covered by this particular announcement.

The package uses a Progressive Design-Build model. According to Webuild, this establishes collaboration between the client, designers and contractors from an early stage, allowing design, cost and construction methods to be refined progressively. The company highlighted the challenge of working through a dense urban environment with underground utilities, existing transport assets and ongoing traffic. Managing those interfaces is part of the execution context described by the release.

The announcement also places the contract within Webuild's broader Canadian activity. It already held Ontario Line work for rolling stock, systems, operation and maintenance, and was involved in the approximately 18-kilometre Hazel McCallion light rail line between Mississauga and Brampton. The August signing records a specific transition from development into construction delivery for the Pape package. It does not indicate that the full Ontario Line is complete or that its intended journey-time benefits have already been realised.
