French industrial climate rises on stronger order books, led by transport equipment

Insee’s October manufacturing indicator rose to 105, supported chiefly by global and foreign order-book balances; the survey reported stronger transport-equipment sentiment.

Insee reported a marked improvement in French industrial business sentiment in October. Its manufacturing climate indicator rose four points to 105.3, rounded to 105, above its long-run average of 100. The release attributes the main contributions to managers’ views of total and foreign order books. The result is an indicator constructed from business-survey answers, not a production-volume index or a measure of factory orders actually booked.

The component balances show a broad but uneven picture. The balance on past production moved to two in October after minus one in September. Finished-goods inventories were assessed at nine, down from 13 in September and below the historical average of 12. The balance on overall order books rose from minus 16 to minus 11, while foreign order books rose from minus 14 to minus nine. Both remained under their long-run averages, minus 18 and minus 15 respectively.

Insee said every balance contributing to the headline indicator moved in a direction that supported its rise. Business climate strengthened particularly in the manufacture of transport equipment. This includes the survey’s defined industrial category; the release does not attribute the change to any single company, factory, aircraft, vehicle, railcar or ship programme. It also does not establish that a particular transport manufacturer’s output or orders increased.

For the coming months, expected production improved, while the outlook for general production prospects also rose. The balance on expected production reached 11, compared with five in September and a long-run average of nine. The balance on general production prospects moved from minus 11 to minus four; its reference average is minus 14. Managers’ view of past production increased to two, against an average of four, so that improvement remained modest relative to the long historical reference.

Inventory assessments moved lower, which the release described as one of the components contributing to the rise in the climate indicator. This is an opinion balance: the table does not disclose the number or value of finished goods held in warehouses. Similarly, order-book balances compare positive and negative survey responses and do not represent units of orders, contract value or export revenue. Insee’s published table gives the monthly observations alongside long-run averages to distinguish the direction of current responses from their typical level.

The report’s historical series makes the October increase a return to the stronger part of the recent range rather than a new long-run maximum. The index was 101.3 in September, 101.2 in August and 100.8 in October 2025; it had reached 104.9 in January 2026. Insee states that the September 2026 headline was not revised after rounding, while the retail index was revised because late company responses were incorporated.

The survey covers industrial enterprises with 20 or more employees; firms with at least 500 employees or €150 million in turnover are all included. Its October data were collected between 25 September and 19 October, according to the release. Monthly responses are collected by post and online and published before month-end. Insee’s indicator forms part of the harmonised European business-survey system. That design makes the series useful for timely comparisons, but it remains a summary of management opinion and is subject to revision as late answers arrive.
