Petro Rabigh has selected Worley to support future refining and petrochemical projects at its integrated complex in Rabigh, Saudi Arabia. Announced on 28 October 2026, the agreement covers engineering, project management, procurement support and consultancy across the owner's project portfolio. The release describes services for evaluating and developing projects, rather than identifying a single new process unit with a fully approved construction budget and operating date.
The scope includes design-basis development, technical evaluations, cost estimates and preparation of front-end engineering design bid packages. Detailed engineering and execution-phase support are also included as projects advance. Potential facilities include process units, utilities, sulfur recovery and associated infrastructure. Worley says delivery will draw on its Saudi Arabian capabilities and global network, extending a relationship with Petro Rabigh that began in 2017.
The selection establishes a service relationship across several stages, but individual projects can still occupy different positions in development. The announcement does not disclose a total contract price, a complete list of sanctioned investments or a production increase already achieved through the arrangement. Portfolio support should therefore be distinguished from approval of every potential facility mentioned in the scope.
For EPC Feed, the useful feature is continuity between defining a project and supporting its later execution. A design basis frames the requirements against which technical choices and cost estimates can be examined. Carrying that information into procurement and detailed engineering can make the interfaces between stages easier to follow. That is an implication of the disclosed service chain, not evidence that particular equipment orders or construction packages have already been placed.
The inclusion of utilities and sulfur recovery also means the opportunity extends beyond standalone production equipment. New process capacity and supporting systems need a consistent set of assumptions if they are to function together within an existing complex. Subsequent project-specific disclosures would show which proposals proceed and how their scope is contracted. Until then, the clear milestone is Worley's selection for portfolio engineering and management services, with the status of each future investment requiring its own evidence.
