Worley

Worley is a global company of energy, chemicals and resources experts that specialises in consulting, engineering, procurement and construction across the project lifecycle. Its 2026 announcements include a five-year renewal of an EPC framework with CNOOC International's UK business, front-end engineering design for the Abadi LNG project in Indonesia and a fabrication award for Phase II of the Northern Lights carbon storage project in Norway.

Worley: lifecycle engineering from brownfield offshore work to CCS infrastructure

By EPC Feed · Published · Updated

Worley’s engineering assessment is strongest when viewed across three distinct scopes: recurring EPC services for operating North Sea assets, FEED for a planned offshore LNG and carbon-storage system in Indonesia, and fabrication for Norway’s Northern Lights carbon capture and storage expansion. The breadth is not simply a sector list; it shows the company applying different delivery models to assets at different lifecycle stages. Those roles include brownfield modifications and decommissioning support, early engineering of subsea pipeline systems and fabrication of subsea structures and spools. The combination suggests a contractor able to move between operational continuity work and new infrastructure definition, while the exact scope and responsibility remain project-specific.456

In September 2026, Worley renewed its five-year engineering, procurement and construction framework with CNOOC International’s UK business. The framework covers the Scott, Buzzard and Golden Eagle fields in the UK Continental Shelf and includes engineering, procurement, construction, commissioning, completions and decommissioning. The company says assignments range from like-for-like replacements to complex brownfield modifications and larger project scopes. Over the previous 12 years, it reports delivering more than 1,100 scopes under the framework and recording more than five million work-hours without a lost-time injury. These are company-reported figures and specific to this partnership; they support a positive view of repeat work and operational familiarity without serving as an external safety audit.4

The engineering challenge in brownfield offshore work is continuity: modifications must be fitted into existing systems and delivered while protecting production, asset integrity and safe access. Worley itself frames the CNOOC agreement around mature assets and flexible delivery, and the scope includes both small replacements and larger modifications. A framework that repeatedly supplies such work can build knowledge of asset configuration and owner processes. The source says deep asset knowledge helped its prior delivery, but it does not quantify avoided shutdowns or production gains, so those benefits should be understood as the company’s stated rationale rather than independently measured outcomes.4

In Indonesia, Worley delivered FEED packages for INPEX’s planned Abadi LNG development in the Masela Block. The scope covered two offshore infrastructure packages, approximately 150 kilometres of subsea infrastructure, gas export pipelines and CCS pipelines. Worley says its Indonesian team led the FEED with specialists from a subsea centre of excellence in Singapore and teams in Perth and Malaysia. The planned project is expected to produce about 9.5 million tonnes of LNG annually and incorporate CCS. That output is a project expectation, not current production. The engineering significance of the FEED is the integrated design of gas export and CO2 transport routes across offshore infrastructure, informed by a mix of country-based execution and specialist regional support.5

Northern Lights Phase II gives Worley Rosenberg a fabrication role further along the project chain. Subsea7 awarded the company fabrication of subsea spools and structures for the expansion. Worley says Phase I had already used comparable structures delivered in 2023, and that the new work supports the expanded carbon-dioxide transportation system. Phase II is intended to increase annual transport and storage capacity from 1.5 million tonnes to more than 5 million tonnes by 2028. The project’s first phase entered operation and transported and stored its first CO2 volumes in 2025, according to the release. The new fabrication award is a component package, not a claim that Worley is constructing or operating the complete Northern Lights system.6

Across these examples, Worley’s engineering strength is not a single technology but the ability to contribute through distinct delivery stages: engineering and construction for brownfield assets; FEED and systems definition for offshore gas and CCS pipelines; and fabrication for subsea carbon infrastructure. The CNOOC framework illustrates repeat work and mature-asset interface management. Abadi demonstrates engineering coordination across 150 kilometres of subsea and export routes, while Northern Lights draws on prior fabrication for a second phase. The positive assessment remains grounded in announced scopes and reported project history; it does not infer that projected capacity, schedules or emissions results have already been realized.456
